Abstract

The Institutional Inviolability Integrity Framework (IIIF) is a non-normative, non-operational constitutional framework defining the conditions under which institutional authority may be considered inviolable when exercised under exposure, interference, dependency, and scale. This work does not define security as protection, safety, control, resilience, or compliance. It does not prescribe safeguards, controls, architectures, practices, methodologies, or implementation guidance. It does not offer assurance, certification, maturity models, or governance prescriptions. IIIF defines what constitutes inviolability, how inviolability may be lost, and when authority claims become constitutionally invalid. It establishes negative constitutional conditions, invalidity states, and boundary constraints for institutional judgment. The framework governs evaluation, not construction. This publication constitutes the WHAT-layer of Pillar IV (Security — The Armor) within the Sovereign Corpus. It functions as a constitutional framework companion to Security Before Scale, which establishes the necessity of inviolability but does not define its conditions. The framework is jurisdiction-neutral and intended for courts, regulators, sovereign reviewers, and constitutional adjudicators assessing institutional legitimacy under contested or hostile conditions. It may inform post-failure constitutional reasoning and authority evaluation but is not a substitute for adjudication. Any attempt to operationalize, implement, certify, audit, score, or apply this framework as a security standard, checklist, control set, or governance instrument constitutes doctrinal misuse.
