Initiative is not designed into systems; it remains only when it is not reclaimed. v2.1 advances the inquiry by addressing the following question: How do evaluation and reward reclaim the initiative of understanding? This paper does not reject evaluation systems or reward mechanisms. It identifies the structural moments at which they appropriate initiative. 1. Problem Setting: Why Evaluation Was Needed Evaluation and reward were originally introduced to: share outcomes coordinate roles enable cooperation Evaluation itself is not the problem. The issue lies in how it is used. 2. The Moment Evaluation Reclaims Initiative Evaluation reclaims initiative at the following moments: judgment updates are reduced to outcomes alone reasons and appropriation are excluded from evaluation evaluation pre-determines subsequent judgment What occurs here is: externalization of judgmentretroactive reclamation of initiative 3. Structural Effects of Reward Reward does not reclaim initiative because of its size. Initiative is reclaimed when reward begins to function as: an indicator of correctness a decision criterion a substitute for judgment updates At this point, understanding shifts from: a source of actiontoa means to obtain evaluation 4. Core Proposition of v2.1 The core proposition of this paper is: Evaluation and reward can support initiative, but they can reclaim it with extreme ease. The problem is not the existence of evaluation, but where initiative is reattached. 5. Minimal Conditions for Non-Reclamation v2.1 proposes only minimal conditions: Evaluation must not nullify judgment updates. Concretely: evaluation remains ex post evaluation does not constrain subsequent judgment evaluation does not erase reasons or appropriation No additional requirements are imposed. 6. Separating Reward from Value This paper strictly separates: reward as a matter of distribution value as the result of exercised initiative Reward does not substitute for value. Value has already emergedat the moment initiative is exercised. 7. Position Reached in v2.1 Only one point is fixed: Evaluation and reward do not generate initiative. They either support it or reclaim it. Understanding Capitalism concernsnot correctness of evaluation, but the location of initiative. 8. Questions That Follow Can evaluation be designed to avoid reclaiming initiative? Can initiative persist without reward? Can cooperation be sustained without initiative appropriation? These questions will be addressed in v2.2 and beyond. Note This paper does not assess the legitimacy of evaluation systems. It clarifies the non-reclamation condition of initiative in Understanding Capitalism. Initiative is not created by praise.Initiative is not created by punishment.Initiative persists only through appropriation.
