Abstract

English Version 2.0 (Primary) The observed deficiency of dark matter in massive compact galaxies (e.g., NGC 1277) raises questions about the completeness of standard explanations. Method: This work employs a process-based approach founded on the Valency-Mass Balance (VMB) principle. The Information Self-Sufficiency Principle (ISSP, "Murdasov's Law") is derived from the VMB. According to the ISSP, a system's need for an external gravitational scaffold (dark matter) is inversely proportional to the packing density of its own gravitational information. Operationalization: To test the principle, a phenomenological parameter of gravitational density is introduced: K = σ² / R_eff (or K = V_max² / R_eff). The hypothesis states that the mass ratio μ = M_dyn / M_bar is a decreasing function of K. Result: A test on 17 contrasting galaxies (from ultra-compact relics to ultra-diffuse) demonstrates a clear qualitative inverse correlation between K and μ. Systems with high informational density (K) do not require dark matter (μ ≈ 1), while systems with low K are dominated by it (μ >> 1). Conclusion: Dark matter is interpreted not as a mandatory substance but as an indicator of a system's structural incompleteness. The work proposes a new diagnostic language for the state of galaxies and makes a testable prediction for large-scale surveys. Intellectual Context: This work directly develops the ideas presented in the initial memorandum [4], building upon the Valency-Mass Balance (VMB) principle [1] and the broader Engineering Logic of the Universe (ELU) framework [2,3]. It provides the quantitative and methodological elaboration of the ISSP concept introduced earlier. Version 2.0 includes corrections and full bilingual (Russian/English) presentation.
