In crises, exceptions, and emergencies, does human agency necessarily disappear? This paper does not propose governance models, legal reforms,or emergency protocols. From the perspective of Understanding Capitalism,it identifies the minimum condition under which agency does not fully vanish during emergencies. 1. How Crises Reclaim Agency During crises, agency is commonly reclaimed through: Appeals to inevitability (“there is no alternative”) Omission of reasons for judgment Centralization justified by urgency What disappears here is not speed or safety, but the ability to update understanding. 2. A Common Misunderstanding About Emergencies Typical assumptions include: Understanding is a luxury in emergencies Unified judgment must override individual reasoning Explanations can be provided later Understanding Capitalism does not reject these claims outright. However, it draws a strict distinction: 👉 Concentration of judgmentis not equivalent to👉 elimination of agency. 3. Position of v2.5 The position of v2.5 is clear: In emergencies, agency is not “suspended.”It is compressed. Agency does not disappear entirely. But if mishandled, it can be lost irreversibly. 4. The Minimum Condition for Non-Erasure of Agency The minimum condition under which agency is not fully reclaimed is singular: The structural possibility of future understanding updates must remain open. Concretely: Reasons for judgment are recorded Decisions are explicitly marked as provisional Post-crisis questioning is institutionally permitted Immediate understanding is not required.Irreversibility is the true risk. 5. The Role of AI in Emergencies In emergency contexts, AI is often used for: Accelerating decisions Compressing options Reducing uncertainty The conclusion of v2.5 is straightforward: 👉 AI cannot substitute for agency. But it can accelerate the reclamation of agency. The issue is not AI accuracy. The issue is whetherAI-driven judgments remain open to later understanding updates. 6. Why Emergencies and Normal Times Cannot Be Separated Understanding Capitalism refuses to treat emergenciesas ethically separate from normal conditions. The reason is simple: Agency lost in emergencies does not automatically return in normal times. Crisis response prefigures the next norm. 7. Conclusion of v2.5 One point is firmly established: Human agency can remain present even in emergencies, but only if structures prevent its complete reclamation. Agency is not preserved by intention. It survives only through repeated non-reclamation. Note This paper does not oppose emergency measures, centralized decisions, or rapid enforcement. It rejects only one outcome: Structures that permanently block the possibility of understanding updates.
