After a crisis has passed, where do agency and responsibility return? This paper does not pursue moral restoration, apologies, or retrospective blame. From the perspective of Understanding Capitalism,it clarifies the structural mechanisms through which agency is lost again during the recovery phase. 1. A Common Illusion in the Recovery Phase After crises, societies and organizations often produce phrases such as: “It is already over.” “In the end, it was the right decision.” “No one was really at fault.” What occurs here is not the disappearance of responsibility, but the dissipation of agency. 2. Agency and Responsibility Are Not the Same Understanding Capitalism strictly distinguishes between: Responsibility: attribution of outcomes Agency: ownership of judgment and understanding updates During recovery, responsibility is often formally settled, while agency returns to no one. 3. How Recovery Reclaims Agency Agency is commonly reclaimed again during recovery through: 1️⃣ Evaluation focused solely on outcomes2️⃣ Judging decision processes as no longer necessary3️⃣ Treating re-examination as reopening old wounds At this moment, agency becomesownerless. 4. Position of v2.6 The position of v2.6 is explicit: Recovery is not the act of “restoring” agency. It is the act of making agency possible again. If there is no original state to return to,agency must be reallocated, not recovered. 5. The Minimum Condition for Agency in the Recovery Phase The minimum condition for preventing the loss of agency during recovery is singular: Decision processes must remain revisitable. Concretely: Reasons for decisions are preserved Re-examination with hindsight is permitted Questioning is structurally separated from blame Agency returns only wheresafe spaces for reconsideration exist. 6. AI and the Recovery Phase In recovery phases, AI is often used to: Justify past decisions Explain outcomes Rationalize judgment processes The conclusion of v2.6 is clear: 👉 AI can accelerate recovery, but it does not necessarily restore agency. When AI explanations close the possibility of understanding updates, agency is reclaimed once again. 7. Conclusion of v2.6 One point is firmly established: The recovery phase is the momentwhen human agency is most likely to be lost again. During crises, agency contracts.During recovery, it disappears through forgetting. Note This paper does not oppose responsibility allocation or institutional review. It rejects only one outcome: Structures that render understanding updates unnecessary.
