Abstract

Abstract Cambodia has made substantial progress expanding access to education, yet persistent challenges remain in learning outcomes, rural–urban disparities, teacher practice, and the alignment of education with future labor-market and sustainability needs. This narrative review synthesizes ScienceDirect/Elsevier research to identify innovative strategies that can strengthen educational quality while building sustainable human capital—skills, capabilities, and institutions that support inclusive growth and resilience. Evidence highlights the importance of “intangible factors” (school autonomy, leadership, parental engagement) in explaining learning gaps, the mixed classroom translation of child-centered reforms, and the need for stronger monitoring and evaluation systems to ensure reforms produce learning gains. Studies on Cambodia also emphasize persistent inequality in higher education access, growing attention to research and development within higher education, and the increasing relevance of digital learning adoption factors. For vulnerable youth, TVET and “learning while earning” models can expand capabilities but require equity safeguards and pedagogical support. Drawing on this evidence, the review proposes a practical transformation agenda: (1) mission-driven foundational learning improvement, (2) teacher professional growth tied to classroom coaching, (3) data-driven equity financing and targeted transition supports, (4) accountable school leadership and parental partnerships, (5) resilient blended/digital learning ecosystems, (6) modern TVET pathways linked to decent work, and (7) higher-education quality and R&D capacity to sustain innovation. The paper concludes with implementation steps and monitoring indicators aligned with SDG4. Keywords: Cambodia; educational quality; human capital; learning outcomes; teacher development; school leadership; equity; digital learning; TVET; monitoring and evaluation; SDG4.
