The July National Charter and Constitutional Reform in Bangladesh: Goals, Content, and Controversies.
Abstract
The Charter emerged from the mass uprising in mid-2024, following the collapse of the previous government. The country was left searching for a new path forward. The Charter is the result of that search. This process led to the "New Bangladesh" foundation July Charter 2025, a politically negotiated document endorsed by 25 parties that merging over 80 reform proposals. Its objective was to translate popular aspirations into a structured framework for long-term constitutional and institutional reform. To prevent future autocracy and establish a more balanced democracy. But actually, putting these sweeping changes into law is proving to be very tricky and controversial. This document will be put to a national referendum in February 2026.
