Abstract

Sovereign Security Stewardship (SSS) is a non-normative, non-operational constitutional stewardship work governing the interpretation of authority under conditions of inviolability uncertainty. This publication does not define security as protection, resilience, assurance, or risk management. It does not prescribe practices, controls, architectures, responses, standards, certifications, or governance frameworks. It establishes no duties, thresholds, or standards of care and does not authorize enforcement, compliance assessment, or institutional action. SSS occupies the stewardship (HOW) layer of Pillar IV — Security within the Sovereign Corpus. It operates in dependency on Security Before Scale (doctrinal necessity — WHY) and the Institutional Inviolability Integrity Framework (IIIF) (constitutional conditions — WHAT). The work governs how authority claims must be interpreted, constrained, suspended, or withdrawn when inviolability cannot be presumed, without attempting to restore or substitute that inviolability. The text addresses exposure without visible failure, continuity without sovereignty, interpretive inflation of security language, dependency and delegated inviolability, tolerance and withdrawal of security claims, stewardship under stress and exception, accumulation of security debt across time, and interpretive failure modes distinct from technical or operational failure. This work is a companion to judgment, not a substitute for it. It is intended for courts, regulators, constitutional reviewers, and institutional adjudicators assessing the legitimacy of authority claims under security uncertainty. It admits interpretive reliance only. All other uses constitute misuse and are invalid by construction.
