ISOA–SSCL: A Regime Theory of Education That Explains Why All Reforms Fail (with Executable Model)
Abstract
Most educational reforms fail not because they are poorly designed, but because they are applied to the wrong systemic regime. This work introduces a regime-based theoretical framework for education, derived from the ISOA–SSCL control theory, capable of explaining: • Why standardization succeeds in some contexts and collapses in others • Why adaptive learning works locally but fails at scale • Why innovation in education often emerges outside formal institutions Rather than proposing a new pedagogy, curriculum, or ideology, this framework provides a permanent structural lens for classifyingeducation systems according to variability, feedback latency, and control strength. The upload includes:1) A full mathematical framework (PDF)2) A one-page regime lens for rapid orientation3) An executable Python demonstrator for regime classification This is not a reform proposal. It is a coordinate system for all future education models. Designed to remain valid across generations.
