Abstract

[Abstract] This paper establishes the Causal Cost Theory (CCT) as a comprehensive operational framework for physics. We define the universe not as a static geometry, but as a dynamic economic process governed by Causal Structure, Commitment Protocols, and Casualty Costs. By identifying Planck's constant as the minimum currency and Boltzmann's constant as the information exchange rate, we derive governing equations for the arrow of time, quantum measurement, and gravitational horizons. [Simulation Evidence] We implemented the theory into a Python-based simulation engine. Without programming any geometric shape of a Black Hole, the Event Horizon emerged naturally from the cost constraints. The simulation results (N=10,000 events) demonstrate a strong correlation (R² ≈ 0.92) between the Horizon Area and Causal Entropy, verifying the Bekenstein-Hawking Area Law through purely economic optimization rules.
