FinTech – Clearing and Settlement Services
Abstract
Clearing and settlement services form the core infrastructure that determines how securely and efficiently value moves across an economy—whether through payments, securities trades, or emerging digital asset transactions. This research paper explains the full clearing-to-settlement lifecycle, highlighting the critical difference between clearing (verification, matching, netting and obligation calculation) and settlement (final, legally enforceable transfer of cash and/or securities). It benchmarks global modernization trends such as RTGS upgrades, ISO 20022 adoption, instant 24/7 payments, T+1 settlement cycles, and cross-border innovations, and then translates these developments into a practical roadmap for Saudi Arabia under Vision 2030. The paper argues that KSA is well-positioned to become a regional hub for trusted settlement infrastructure by combining speed with systemic controls—strong liquidity management, compliance automation, and cyber resilience—while advancing carefully governed tokenization and hybrid DLT models. Ultimately, it concludes that modernization of clearing and settlement is not a back-office upgrade but a national competitiveness lever that strengthens financial stability, accelerates commerce, deepens capital markets, and enables regulated digital financial innovation.
