Executable Normativism: A New Paradigm for Digital Governance
Abstract
In the digital age, traditional governance systems based on natural language laws and bureaucratic hierarchies struggle to cope with the complexity, speed, and scale of modern society, resulting in an unsustainably high “Social Friction Coefficient.” This manifesto proposes Executable Normativism, a new paradigm that transforms social contracts from ambiguous texts into precise, real-time, and verifiable computational entities. Drawing on the engineering practices of the ODD (Open Digital Democracy) platform and the ODD (Output-Driven Development) methodology, it advocates Code Constitutionalism, Embedded Compliance, and layered governance to shift social regulation from ex-post punishment to ex-ante prevention. By structurally substituting “Rule by Logic” for human arbitrariness, this paradigm creates a rational exoskeleton for civilization: enabling low-friction, high-certainty social collaboration while strictly preserving human sovereignty in creative, ethical, and moral domains. This work bridges political philosophy, formal verification, and socio-technical engineering, providing a practical path toward precision governance in complex digital societies.
