Abstract

Nexus Operational Intelligence (N.O.I.) is a public, normative framework that defines responsibility boundaries and admissibility conditions for action in human–system interaction. This publication does not present an artificial intelligence system, algorithm, or engineering implementation. It operates at a pre-execution layer, establishing when action is permitted and when it must be refused, regardless of system capability, speed, or intelligence. N.O.I. is designed as a constraint-first architecture. If responsibility for an action cannot be clearly anchored to a human actor, the action is considered inadmissible. The absence of algorithms, code, performance metrics, or technical specifications is intentional and constitutes a design constraint rather than a limitation. This document serves as a public scope definition and positioning statement. All operational mechanisms, implementations, and internal system architectures remain undisclosed.
