Enforcement Under Locality and Finiteness
Abstract
We consider systems in which non-equivalence propagates persistently under locality and finiteness. We show that unconstrained persistent propagation is structurally impossible under these conditions. In the absence of enforcement, propagation must violate locality, violate finiteness, or destroy persistence itself. Enforcement therefore follows as a structural necessity, independent of dynamics, mechanisms, or physical instantiation.
