Abstract

Phase III reframes the Θ framework as a closed evaluative loop rather than a linear assemblyof mechanisms. The preceding work established recursive evaluation as the source of stability, selection, and invariant scaling within dual–manifold systems. What remains is to identify howsuch evaluation becomes encoded as a governing principle capable of enforcing self–consistencyacross curvature, entropy, and information exchange. This manuscript introduces the Zeus Action: a variational object whose role is not togenerate dynamics in the conventional sense, but to enforce recursive admissibility across coupledmanifolds. The Zeus Action formalizes the principle that admissible evolution is that whichremains invariant under recursive evaluation, thereby collapsing geometry, entropy flow, andinformation consistency into a single governing structure. The action is developed at a structural level, emphasizing symmetry requirements, invarianceunder dual exchange, and fixed–point admissibility rather than explicit operator construction.Full functional forms, kernel definitions, and internal descent equations are intentionally withheldas proprietary components of the broader framework. Instead, the focus is placed on the necessityof an action–level formulation once recursion is admitted as foundational. This work occupies the central position of Phase III, demonstrating how recursive evaluationbecomes law without introducing new primitives. Subsequent synthesis will show how the actioncloses the framework, yielding complete self–consistency and revealing the Θ architecture asinherently recursive.
