Abstract

AbstractThis document defines the versioning and extension rules for the Operational Closure Specification (OCS). It establishes strict guarantees of version sovereignty, backward non-interference, and absolute stability of published releases. The rules explicitly forbid retroactive normative effects, implicit reinterpretation of prior versions, and extension-based widening of the canonical core. OCS v1.1.0 introduces no changes to the normative definitions of OCS v1.0.0 and exists solely to formalize versioning safety, extension boundaries, and major-version separation.
