Abstract

This flexibility needs assessment (FNA) is performed pursuant to Article 19e paragraph 3 of Regulation (EU) 2024/1747 of the European parliament and of the Council of 13 June 2024 amending Regulations (EU) 2019/942 and (EU) 2019/943 as regards improving the Union’s electricity market design. It aims to provide the data and analyses that are needed for the preparation of the report on the estimated flexibility needs to the regulatory authority or another authority or entity designated by Bulgaria as a Member State. This FNA is prepared based on the methodology referred to in Article 19e paragraph 6 of the mentioned Regulation. It also considers the binding Bulgarian renewable energy target set in Bulgarian Integrated National Energy and Climate Plan (“BGINECP”). In this regard, it has a regional scope, considering the integration of variable renewable energy sources, as well as the interconnected nature of the electricity market, including interconnection targets and potential availability of cross-border flexibility. The Bulgarian Flexibility System Needs Assessment 2026 (BGFSNA 2026) is based on Bulgarian Resource Adequacy Assessment 2026 (BGRAA 2026 ) and Bulgarian TYNDP 2025 . It doesn’t contain distribution networks FNAs which are obligation of DSOs.BGFSNA 2026 evaluates the different types of flexibility needs on a seasonal, daily, hourly and 15-minute basis, to integrate electricity generated from renewable sources in the power system. It considers the potential of non-fossil flexibility resources such as demand response and energy storage, including aggregation and interconnection, to fulfil the flexibility needs at transmission level. BGFSNA 2026 considers sources of flexibility that are expected to be available in Southeast Europe.
