Abstract

This work formalizes a parameter-free, falsifiable prediction derived from the Observer-Normalized Scale Coherence framework defined in Observer-Normalized Scale Relativity: A Coherence Constraint on Global Physical Inference (DOI: 10.5281/zenodo.18356675). The prediction relates baryonic scale coherence to the inferred dynamical mass discrepancy in disk galaxies through a fixed mapping between baryonic mass, kinematics, and apparent dark-matter discrepancy. The prediction is specified prospectively and independently of retrospective stress testing. An explicit observational test protocol is pre-registered using gas-dominated dwarf galaxies, which provide a regime in which baryonic mass estimates are minimally model-dependent. No empirical test is performed here. This record documents the predictive relation and observational test design to be executed in subsequent work.
