From Stability to Adaptive Reconstruction: Positioning AREM within the United Nations' Strategic Shift (2026)
Abstract
Abstract This paper positions the Adaptive Reconstruction Economy Model (AREM) within the United Nations’ strategic shift in 2026 from stability-oriented recovery toward adaptive, learning-based reconstruction. While recent UN frameworks increasingly emphasize foresight, resilience, and uncertainty management, they lack an integrated economic model capable of operationalizing adaptive reconstruction across post-crisis contexts. AREM addresses this gap by conceptualizing reconstruction as a continuous, feedback-driven process rather than a return to pre-crisis equilibrium. The model integrates adaptive economic loops, uncertainty-embedded planning, decentralized coordination, and reconstruction as transformation rather than restoration. By aligning strategic foresight with execution, AREM provides a coherent framework that connects policy design, institutional learning, and implementation under conditions of systemic instability. The paper demonstrates how AREM complements UNDP strategic priorities by translating abstract resilience and foresight principles into an operational economic architecture applicable to post-conflict, post-disaster, and prolonged crisis environments. AREM is proposed not as a universal standard, but as a flexible adaptive framework suitable for pilot application and iterative learning within complex reconstruction systems.
