Causal Language Safety Protocol (CLSP): Language as a Causal Risk and the Need for Operational Control
Abstract
Language is commonly treated as a neutral medium of communication or interpretation. This work argues that such treatment is structurally incomplete. Language outputs function as causal impulses capable of initiating real-world trajectories independently of intent, interpretation, or ethical framing. Despite extensive research on semantics, pragmatics, causality, and AI safety, no existing framework formally treats language itself as a causally unsafe component requiring mandatory operational control. This publication introduces the Causal Language Safety Protocol (CLSP) — an operational meta-linguistic safety layer governing how language may be produced and released in systems where outputs can influence decisions or actions. CLSP establishes mandatory classification of information, strict control of output form, and refusal as a valid and necessary operational outcome. CLSP does not redefine meaning, ethics, or intelligence. It addresses a previously unformalized gap: language as a source of uncontrolled causality.
