Abstract

This collection presents the FAIR-DO China Framework, a structural methodology designed for the governance of smart cities and digital government in the Chinese context. It comprises two core, interlinked research articles that respond to the fundamental challenges of human-AI collaboration in public administration. The first article introduces the Graded Authorization Mechanism, a paradigm for explicitly, adjustably, and auditably configuring the distribution of decision-making authority between humans and algorithms. The second article details the Public Resource Intelligent Coordination System (SCoPR), conceptualized as a goal-driven, cross-domain "governance operating system" prototype for managing complex urban resource flows. Together, these works demonstrate how advanced technological capabilities can be organically integrated with human value judgments, while adhering to the principle of "public interest primacy" and providing clear controls to mitigate systemic risks and unintended consequences. This framework offers a theoretical toolkit and a practical blueprint for achieving efficient, fair, trustworthy, and sustainable urban governance. This is the official Chinese-language adaptation of the original FAIR-DO protocol (DOI: 10.5281/zenodo.18145403, 10.5281/zenodo.18098419).
