Abstract

The AI performance field has developed sophisticated approaches to alignment at training time (e.g., Constitutional AI, RLHF) and proposes architectural constraints at generation time (e.g., Concept-Aligned Language Models). Policy frameworks establish organizational requirements (e.g., NIST AI RMF, EU AI Act, ABA Opinion 512). Existing behavioral interventions—AI literacy training, enterprise policies—address aspects of user behavior. Yet a question remains whether these approaches adequately address extended intellectual collaboration, where documented harms (over-reliance, critical thinking erosion, confirmation bias amplification) occur through ongoing interaction dynamics rather than discrete decision points. This working paper examines whether systematic user-level behavioral governance methodology may represent a valuable complement to existing approaches, warranting investigation both while architectural solutions mature and potentially beyond their deployment. The Universal Upleveling Protocol (UUP) is presented as one proposed methodology—a testable claim about what additional behavioral governance might look like, developed through practical experience and documentation of testing. Whether such methodology proves necessary, and whether UUP specifically is effective, are empirical questions this paper invites the field to investigate. Contact: uupprotocol@gmail.com
