While climate data is robust, the societal interpretation of risk—shaped by tonal signals, affective flows, and political narratives—turns climate action into an arena of narrative competition rather than purely environmental science. This technical brief introduces Narrative Climate Science, a framework that integrates tonal analytics, narrative density mapping, semantic governance, and ecological systems modeling. It proposes a Tone–Narrative–Climate (TNC) tri-layer model that explains how risk perception, mobilization, and policy delays emerge from narrative structures rather than empirical uncertainty. Finally, this work presents governance tools including Narrative Entropy, Tone Risk Grids, and the Narrative-to-Action Model, offering an actionable architecture for governments, UN agencies, and AI-driven climate platforms to recalibrate global ecological governance. Scope note: This work specifies an architectural framework rather than an implemented or deployed system. The Emergence of Narrative Climate Science: From Scientific Models to Semantic Governance Risk Is Narrative, Not Data: Tonal Dynamics of Global Climate Perception TNC The TNC Tri-Layer Architecture: Interactions Among Tone, Narrative, and Climate Modeling Narrative Entropy and Tone Risk Grids: Reframing Uncertainty in Ecological Governance 氣候抗爭、政策延宕與跨國敘事競逐Climate Protests, Policy Delays, and Transnational Narrative Competition AI 氣候系統的敘事解讀能力:跨尺度風險運算Narrative Interpretation in AI Climate Systems: Multi-Scale Risk Computation 敘事行動模型:如何把語氣與敘事轉化為治理與行動The Narrative-to-Action Model: Translating Tone and Narrative into Governance Conclusion: Narrative as the Foundational Infrastructure of Climate Futures 其他相關資訊請參閱NarrQuest Tone Uprising Journal https://narrquest.wordpress.com/ https://scholar.google.com/citations?user=zS4SSUkAAAAJ&hl=en https://orcid.org/0009-0006-0154-6402 This book is one of the following technical series. Narrative Mediation & Operations Series The NarrQuest Narrative Mediation & Operations Series advances narrative from transdisciplinary understanding and theory into the operational layer of system functioning. While earlier work focused on how narrative shapes meaning, knowledge, and sovereignty, this series addresses a more structural question: how narrative enters the space between models, institutions, and action as an operational mediating structure. Through concepts such as tone taxonomy, narrative configuration, narrative density, and narrative flow, the series establishes narrative as a set of operational units that can be designed, governed, and recomposed. Its central function lies in defining narrative’s mediating and operational capacity—enabling translation between knowledge and decision-making, alignment of organizational action, and reduction of cross-system misalignment and misunderstanding costs. Narrative is no longer treated merely as an object of interpretation, but as a manageable layer of system operations. This series forms the necessary structural foundation for subsequent inquiry into a more critical question: once narrative fully saturates system operations, does judgment itself remain bearable and governable?
