Continuity Control Layer (CCL): Stabilization and Governance of System Continuity Under Stress
Abstract
The Continuity Control Layer (CCL) defines a structured approach for stabilizing system continuity in the presence of degradation, perturbation, and anomalous behavior. Rather than enforcing rigid control or optimization, CCL governs when and how corrective interventions are applied to preserve system identity, recoverability, and adaptive capacity. By establishing bounded, conditional control mechanisms, the framework prioritizes long-term continuity over short-term performance and supports resilient system behavior under stress.
