Abstract

This manuscript serves as a conceptual and predictive roadmap derived from the Relational Zero State (RZS) and Iterative RZS frameworks. It proposes that the vacuum operates as a self-optimizing relational system with a fixed relaxation constant (α≈1.5), challenging standard ΛCDM hierarchical growth models. Key predictions include the early maturity of disk galaxies (z>10), scale-invariant connectivity in the Cosmic Web, and an abundance of HI-rich 'dark' candidates. This work provides falsifiable targets for JWST and future radio-interferometry missions.
