Abstract

This document consolidates the SR-5..SR-7 continuation of the CDIP v1.1 spectral rigidity route: a mollified decomposition Z (s) = ζ (s)M (s), an explicit exceptional set E(A) defined by thresholded “error” functionals, and a gate-driven route from Chebyshev measure bounds to conditional zero-density control and a tail-union exclusion theorem. The upgrade provided here is the hole-filling layer: from sparse local amplification (SR-LZ) and summability (SR-BC), we deduce that “holes” in the safe set cannot persist at large heights, yielding a global tail exclusion statement (SR-7) under declared gates SR-M2/SR-ERR/SR-CHI. All results are regime-scoped and enforced by earliest-failure adjudication with explicit reason codes.
