Abstract

This compendium preserves two tightly coupled preprints: The Rhys Canon, which states four internal non-selection barriers (metric, typicality, smooth-spectral index, and asymptotic finiteness), and Program-Level Theorems for Determinant, Spectral, and Selection Frameworks, a registry of conditional results available once those missing primitives are added (valuation/determinant packages, archimedean normalization, parity constraints, spectral regimes). Together they provide a “laws vs. programs” blueprint: the Canon explains where impossibility comes from; the Registry catalogues what becomes provable under explicit extensions. This preservation release fixes the statements, tags dependencies, and supplies stable DOIs for citation while full expositions are prepared.
