Abstract

This preprint introduces the SACCADE Rules, a set of domain-agnostic structural invariants derived from the SACCADE framework (Signal → Arrival → Context → Constraint → Adaptation → Distribution → Evolution). The Rules define correct order-of-operations for evaluating systems across medical, policy, legal, and institutional domains. Rather than proposing new mechanisms, the SACCADE Rules identify predictable failure modes that arise when systems collapse signal origin, interrupt established continuity, or permit administrative or interpretive layers to override functional constraints. Cross-domain case studies are included as validation examples. This work serves as foundational infrastructure for subsequent SACCADE applications, including structural verification and cross-domain systems analysis.
