The Implementation Gap: Systemic Risks in Armenia's Public Administration and Financial Sector (2022–2026)
Abstract
Independent Forensic Audit / Institutional Assessment (2022–2026) This assessment analyzes the operational resilience of Armenia’s banking and public administration sectors. Based on a forensic review of 38,517 timestamped interactions and 2,643 verified failure events, the audit identifies a systemic "Implementation Gap" — a structural disconnect between Armenia’s European-aligned legislative commitments (de jure) and the operational realities experienced by residents (de facto). Key Findings: Economic Impact: The audit estimates an aggregate excess cost burden on residents of $121–184 million USD due to non-market banking tariffs, shadow routing fees, and administrative friction. Shadow Regulation: Documentation of the "Variable Application of Regulations" (V.A.R.) phenomenon, where service outcomes depend on individual discretion rather than codified law. Infrastructure Insolvency: Evidence of critical technical failures, including database resource exhaustion (ORA-12518) and unencrypted HTTP transmission of biometric data. Discriminatory Profiling: Verification of systemic service denials based on surname morphology and Soviet-era birthplace, violating Article 29 of the Constitution. Correspondent Isolation: Analysis of the termination of direct Western correspondent banking relationships (Raiffeisen Bank International) and the resulting reliance on opaque intermediaries. Methodology: The findings utilize the CAT AGI Transparency Log methodology, incorporating Tier 1 direct forensic cases, Tier 2 verified witness testimony, and Tier 3 longitudinal community analysis. JEL Classification Codes: K23, G21, G28, O38, H83.
