Abstract

The AI Governance Reference Namespace (AIGVRN) is a structured terminology and reference surface intended to provide a neutral vocabulary for describing, comparing, and regulating AI governance mechanisms. The namespace defines twelve governance surfaces and associated terminology that can be used by researchers, standards bodies, regulators, enterprise risk teams, and safety organizations to reason about governance without prescribing a specific policy or compliance model. This document introduces the namespace, outlines its surface definitions, explains its scope of use, and provides examples of how it may support interoperability between disparate governance frameworks. The work is presented as a research artifact to support future collaboration, refinement, and potential standardization efforts. AIGVRN is released as an open reference work to enable derivative research, critique, alignment, and integration into broader governance initiatives. The namespace is complementary to ongoing work in AI risk, safety, security, and compliance, and does not attempt to replace or enforce any specific governance methodology. It is intended as a shared communication layer that may assist in policy development, technical specification, risk analysis, or system design across different institutions and jurisdictions.
