Abstract

Abstract The complex systemic challenges of our era, from environmental degradation to social fragmentation, underscore the inadequacy of linear, reductionist, and dichotomous thinking paradigms in processing nonlinear, holistic, and multi-state realities. This inadequacy, termed "Collective Cognitive Paralysis" in this paper, stems from existing deficient frameworks for problem definition and solution finding. To address this impasse, this article introduces and elaborates a novel theory titled "Quantum Intelligent Stabilization of Problem and Solution Variables. " This theory proposes an intelligent governance framework that utilizes a profound conceptual analogy with quantum mechanics (superposition, uncertainty, tunneling, wave function collapse) as a language for designing collective problem-solving processes. The core of this framework focuses on managing the transition from a "probabilistic cloud" of all knowledge and perspectives (quantum state) to a "transparent and committed operational plan" (classical state). Employing a "Design Science Research" methodology, the article first details the theory's eight constitutive pillars—including Ethical Arousal, Superposition, Nexus Disruption, Strategic Tunneling, Compensation for Scientific Shortcomings, Deterministic Stabilization, Transformation into Action, and the Evolutionary Learning Feedback Loop. Then, by referencing the evolutionary trajectory of the author's prior work, it demonstrates how this theory serves as the evolutionary pinnacle of concepts such as "Human-AI Co-evolution," "Intelligent Mobile Qualitative Organization," and "Subtle Cultural Engineering." Subsequently, the theory's four dimensions (Philosophical-Analogical, Cognitive-Ergonomic, Socio-Technical, and Operational-Transformational) are analyzed, and a preliminary design for a decentralized technical architecture and a hybrid governance model for implementation is presented. This paper argues that the "Quantum Intelligent Stabilization" theory is not merely an analytical model but a practical agenda for re-engineering the very process of collective thinking, transforming "cognitive paralysis" into "organized collective intelligence."
