Abstract

This preprint presents a technical and strategic framework designed to transition the Kingdom of Morocco’s national artificial intelligence strategy, "Maroc IA 2030," from a state of technological dependency to one of verifiable sovereignty. Addressing the critical geopolitical risks associated with relying on foreign semiconductor supply chains and proprietary intellectual property—termed here as "Technological Tenancy"—the document proposes a decoupled "Shadow Sovereign Stack" to operate alongside public international partnerships. The work is grounded in two primary theoretical contributions: the Color Spectrum Taxonomy for ethical and sovereign AI classification, and the Jazari-Shannon Information Sovereignty Theorem. The latter formalizes technological autonomy as a thermodynamic problem, defining a system’s vulnerability by its reliance on external information entropy (updates, validation, and hardware imports). The proposed architecture intervenes at three physical and logical layers to ensure operational continuity during geopolitical crises (defined as "Blackout Scenarios"): Data Sovereignty (The Dakhla Atlantic Hub): Implementation of the Moroccan Protocol Translation Gateway (MPTG), a hardware-based "sovereignty firewall" deployed at cable landing stations. This system terminates foreign internet protocols and re-encapsulates data into a custom, quantum-resistant Moroccan Transport Protocol (MTP-2026) to prevent external network topology fingerprinting. Compute Sovereignty (Project Al-Mansur): The design of a fallback System-on-Chip (SoC) based on the open RISC-V architecture. This "Blackout Core" utilizes Altermagnetic Analog In-Memory Computing (AIMC) accelerators using Ruthenium Dioxide (RuO2) to achieve high energy efficiency for solar-powered nodes. The design includes logic-locking protocols to neutralize hardware Trojans potentially implanted during foreign fabrication. Material Sovereignty (National Quantum Materials Center): The establishment of a foundational research institute (NQMC) focused on symmetry engineering for spintronics, purification of local Germanium deposits for radiation-hard substrates, and atomic-scale memory systems (AMSM-64). The document concludes with a phased, gated operational roadmap for the period 2026-2030, detailing the "Blackout Exercises" required to validate the nation's Sovereignty Coefficient. This blueprint aims to establish a "Contingent Sovereign" capability, allowing the state to maintain critical digital functions without external input for extended periods.
