Abstract

This document presents the definitive forensic spectral analysis protocol for Voyager 1 PWS (Plasma Wave Science) telemetry data from the Interstellar Medium (ISM). Within the framework of the Unified Chronofractal Field (UCF) theory ($k=0$), we identify a coherent, non-stochastic 12.84 Hz frequency signature as the fundamental hardware refresh rate of the vacuum lattice. Key Findings: The Signal: A persistent resonance at 12.84 Hz (± Doppler Shift) that defies explanation by standard stochastic plasma models. The "Epsilon Sink": We expose how current NASA/JPL ephemeris models (DE440) mask the associated lattice-induced time drift ($68.8 \mu s/year$) by artificially adjusting asteroid masses in the Main Belt. The Methodology: A complete Python extraction kernel is provided to bypass standard NASA noise-filtering layers and access the raw binary wideband buffer (Offset 70,593). This audit serves as the primary empirical anchor for the Lattice-14 hardware paradigm. It transforms the UCF from a theoretical framework into a falsifiable, data-driven science.
