AI That Does Not Give Answers —Generative AI as a Co-Observer and the Question of Responsibility
Abstract
📄 Description(English) This repository contains a paired Japanese–English paper examining the ethical and practical positioning of generative AI, with a focus on responsibility rather than technical performance. The paper argues that many of the social anxieties surrounding generative AI—such as hallucinations, misinformation, and trust—do not primarily stem from the technology itself, but from how humans ambiguously position AI while unconsciously shifting responsibility. Instead of treating AI as an answer-producing authority, this work frames generative AI as a co-observer: a system that expands human perspective by presenting possibilities without making decisions. Whether AI is treated as a conversational partner or as a tool, responsibility for any external output always remains with the human user. Using analogies such as seasoning, tasting during cooking, and opening a shop, the paper distinguishes between private experimentation and socially exposed output, emphasizing that ethical problems arise when this distinction is ignored. This work does not propose regulation, enforcement, or technical safeguards. Its sole purpose is to clarify responsibility boundaries in human–AI interaction and to offer a consistent ethical stance for using generative AI in work, research, and creative activities. The work is released under CC0 (public domain) and is intended as a reference, discussion material, or starting point rather than as an authoritative prescription.
