Abstract

Supplemental Material S1 :Provides the literature-search and screening results used in the literature-review method, including a list of 33 representative studies and the 18 safety competency elements preliminarily screened from those studies, with supporting details and mappings between articles and elements. Supplemental Material S2: Compiles 100 accident investigation reports (2018–2023) for construction special operations used for accident-causation analysis, together with the extracted causation-related information supporting the preliminary identification of safety competency elements. Supplemental Material S3: Contains the expert profile/authority questionnaire and the calculation basis for the expert authority coefficient, including the definitions of the judgment-basis coefficient and familiarity coefficient and the computation of CrC_rCr, used to justify the reliability of expert consultation. Supplemental Material S4: Provides the full set of questionnaire items corresponding to the indicator assessment scales reported in the main text (e.g., Table 7), including the contextualized wording tailored to construction special operations, enabling readers to review the specific measurement items used for evaluation.
