Abstract

Open Data has long been celebrated by the academic community as a virtuous paradigm of voluntary scientific knowledge sharing for the common good. This study theorizes a predatory and silent inversion of this model: “Cognitive Open Data.” This concept, developed in the works of Baïliche-Berrached (2024), no longer refers to voluntary provision, but to the industrial, continuous, and non-consensual extraction of human psychic intimacy—thoughts, emotions, memories, temperaments—by commercial technological infrastructures. By crossing the technical analysis of real-time algorithmic recommendation architectures (ByteDance's Monolith system) with the latest discoveries in neurophysiology (alteration of the prefrontal cortex) and recent geopolitical shifts (the 2025 American deregulation, loopholes in the European AI Act), we demonstrate that the human mind has become the raw material of a new surveillance capitalism. Even more alarming, we reveal that this technology has moved beyond the simple “Read” stage to reach that of “Write”: it biologically modifies neural circuits, creates restrictive “digital affordances” that atrophy human agency, re-educates the morality of Generation Alpha, and monetizes emotional vulnerabilities at the millisecond level. Faced with this “Cognitive Colonization” orchestrated by the fusion of Big Tech and Big State within a context of ecological urgency (the water cost of AI), we propose the establishment of “Digital Lucidity” and an inalienable mental sovereignty as the only safeguards to preserve humanity and redefine the leadership of tomorrow.
