Pre-Inference Governance – Canonical Definition v1.1
Abstract
Kanonische Primitive: - A7SEM (Epistemische Reifemembran) - Semantisches Routing (Bedeutungs-/Kontextvalidierung) - ASiSO (Aktionsspezifische Aufsicht; nachvollziehbare Autorisierung für risikoreiche Aktionen) Canonical Clarification — Pre-Inference Governance is not an Inference GatewayPre-Inference Governance is a legitimation architecture, not a tooling pattern, proxy layer, or policy gateway. Its purpose is not to filter requests, route traffic, or optimize cost. Its purpose is to define ex-ante legitimacy conditions under which inference or action is permitted to occur at all.1. Ontological StatusPre-Inference Governance operates at the level of authorization of computation, not at the level of request handling.Inference is treated as a conditional capability, not an automatic system right. No authorization → No inferenceNo legitimacy → No executionThis condition exists prior to any technical realization.2. Architecture vs. ImplementationPre-Inference Governance specifies what must be true before inference may occur. It does not prescribe how this must be implemented.Examples such as gateways, proxies, policy engines, or interceptors are possible implementation patterns, not the architecture itself.Confusing implementation patterns with the architecture constitutes a category error.3. Core Primitives (Canonical)A7SEM — Epistemic Maturity MembraneDetermines whether information has reached decision-grade stability.Semantic RoutingValidates coherence of meaning, domain context, and abstraction level prior to generation.ASiSO — Action-Specific External AuthorizationRequires explicit, external authorization for high-impact actions before execution.JAQ — Joint Action QualityProvides an integrity metric for pre-action legitimacy. These primitives define legitimacy conditions. They are not modules inside other frameworks and are not subordinate components.4. Negative Definition (What Pre-Inference Governance is not)Pre-Inference Governance is not:A content filterA safety layerA moderation systemA prompt scannerA cost routerA monitoring solutionA post-hoc audit mechanismAll of the above may exist in systems, but none of them constitute Pre-Inference Governance.5. Fail-Closed Principle (Canonical)If legitimacy conditions cannot be established before inference:The correct system state is silence.Silence is a valid outcome.Generation without legitimacy is invalid.6. Licensing and UseThis specification is descriptive and educational.Any operational, commercial, or institutional use of Pre-Inference Governance, A7SEM, ASiSO, Semantic Routing, or JAQ requires a separate formal license. The author does not provide implementations and bears no operational or implementation risk. Pre-Inference Governance — Term Disambiguation Notice Canonical Scope Definition Pre-Inference Governance, as defined by Akarkach (2024–), denotes an institutional and architectural authorization paradigm in which legitimacy must be explicitly established prior to any AI inference, computation, or autonomous action. The term does not refer to:prompt interception mechanismsruntime guardrailsinference filtering systemsexecution monitoring toolsperformance or safety optimization layersSuch mechanisms may constitute implementations, but they do not define Pre-Inference Governance itself.Pre-Inference Governance operates at the level of authorization legitimacy, not technical execution. If authorization cannot be established ex-ante,non-execution constitutes the only legitimate system state.Canonical origin:Mounir Akarkach — Rights HolderDOI: https://doi.org/10.5281/zenodo.18512219
