Abstract

This document examines the global circular economy agenda from a value-network perspective. Drawing on post-2015 policy developments and international standardization, it argues that the persistent gap between circular ambition and circular outcomes is best understood as a coordination problem across value-chain positions rather than a lack of intent or technical solutions. By mapping priority sectors and regional policy entry points onto a common value-network heat map, the document offers a global diagnostic perspective to support reflection, dialogue, and further inquiry.
