Abstract

This paper provides the fully technical formulation of a correlational framework in which physical structure emerges from non-ontological, non-dynamical primitives. The purpose of the work is not to introduce new physical hypotheses, but to make precise the mathematical core underlying a broader correlational research program developed across multiple volumes. The framework is based on four structural ingredients: A correlational configuration space without primitive time, space, dynamics, or laws. Non-closure as a derived structural property, expressing the impossibility of globally complete subsystem descriptions. A consistency functional used as a representational device to induce structural order, without ontological status. The emergence of a canonical correlational flow and its associated Hessian operator, which governs stability, spectral structure, and regime classification. This technical paper isolates and formalizes these elements without invoking physical interpretation, phenomenology, or specific models. In particular, it clarifies: The precise mathematical meaning of non-closure and its distinction from incompleteness or underdetermination. The conditions under which a monotonic ordering parameter exists without being interpretable as time. The role of the Hessian operator as a minimal, but not unique, structural object encoding stability and spectral information. The necessity of projection for any physically interpretable description, together with its irreversible character. No claims are made regarding fundamental constants, microscopic dynamics, or specific physical systems. Instead, the paper establishes a clean, interpretation-neutral formal base intended to support later emergence of effective physical regimes (quantum, geometric, open-system, etc.) developed elsewhere in the program. This document is intended to serve as: a mathematical reference for the correlational framework, a consistency check for derived phenomenological applications, and a shield against category errors, by clearly separating ontology, formalism, and physical realization. The paper is self-contained and may be read independently, but is designed to integrate coherently with the foundational, canonical, toy-model, and operational volumes of the framework.
