Abstract

This document introduces the concept of institutional pathways for Human Readiness & Safety frameworks, focusing on how early-stage conceptual architectures may be responsibly anchored within European and global governance ecosystems. It is intentionally positioned at a pre-operational level and does not propose projects, pilots, funding instruments, or implementation plans. The document is offered as a governance-oriented contribution to institutional reflection, clarifying roles, responsibility structures, and ethical boundaries prior to any form of implementation.
