Abstract

This record presents a revised technical disclosure of the Resonant Energy Exchange Reservoir (REER) within The Whisper Grid research framework. It supersedes a prior disclosure by clarifying physical constraints, operating regimes, and system boundaries. The work is released as a defensive publication to establish prior art and support open scientific discussion.
