Abstract

This artefact presents the descriptive substrate of Regulatory Physics: a non-human-facing, non-operational, and non-normative record of system-level behaviour observable under load, constraint, accumulation, saturation, drift, and collapse. The substrate records structural behaviour that exists independently of human intention, agency, meaning, institutions, or norms. It does not describe people, organisations, morality, responsibility, outcomes, or remedies. This layer functions as a foundational observational baseline. Subsequent works (e.g. BDNR, structural mechanisms, or observational licensing frameworks) may reference this substrate positionally but do not modify, interpret, extend, or operationalise it. This work is frozen. Clarity does not imply authority.Description does not authorise action.Recognition does not confer permission.
