The Role of Open Network for Digital Commerce (ONDC) In Empowering Small-Scale Retailers in India
Abstract
The Open Network for Digital Commerce (ONDC), launched by the Indian government in 2021, represents a transformative initiative to democratize digital commerce by creating an open-source, interoperable platform. This paper explores the role of ONDC in empowering small-scale retailers in India, a sector that constitutes a significant portion of the nation’s economy but faces systemic challenges. Through an analysis of ONDC’s architecture, operational framework, and real-world applications, this study demonstrates how the platform reduces market access barriers, lowers transaction costs, and fosters innovation for smallretailers. The paper also addresses challenges such as digital literacy gaps and resistance from established e-commerce players. Drawing from policy documents, academic literature, and case studies, this research underscores the potential of ONDC to catalyze inclusive economic growth while emphasizing the need for robust implementation and stakeholder collaboration.
