Execution-Time Cryptographic Enforcement of Privacy and Jurisdictional Compliance Using a Multi-Vault Virtual Identity Architecture
Abstract
Cryptographic Enforcement of Privacy and Compliance: A Multi-Vault Virtual Identity Framework for Digital Sovereignty Abstract - We present a cryptographic enforcement framework that converts privacy, consent, and jurisdictional compliance from post-hoc policy obligations into execution-time protocol constraints. The framework introduces Virtual Identities (VIs) and Compliance Jurisdiction Tokens (CJTs) as cryptographically inseparable constructs, enabling purpose limitation, jurisdictional confinement, and consent enforcement to be validated and enforced before irreversible digital actions occur, rather than after the fact. At its core, the system implements a multi-vault architecture in which pseudonymous identifiers are globally usable while identity-linkable data is cryptographically confined to home jurisdictions by construction. Enforcement is performed at the protocol layer using Trusted Execution Environments (TEEs), allowing real-time validation of jurisdictional and regulatory constraints—including offline scenarios—without continuous identity exposure or centralized surveillance. The framework demonstrates that legal requirements traditionally treated as “soft” or policy-based constraints can be transformed into cryptographically hard execution rules, rendering unauthorized data flows, cross-border violations, and purpose misuse technically impossible rather than merely non-compliant. Experimental evaluation shows sub-millisecond validation latency with 99.99% availability across distributed validator deployments, indicating feasibility for large-scale adoption in next-generation infrastructures such as 6G network slices, IoT systems, and Central Bank Digital Currency (CBDC) platforms.
