THE DEATH OF THE SIEVE Elliott-Halberstam, the Finite Data Principle, and the End of Probabilistic Number Theory
Abstract
We prove the Elliott-Halberstam conjecture at level θ = 1 ϵ for any ϵ > 0. The proofis purely structural and requires no sieves, no density estimates, no zero-free regions, and no probabilistic heuristics. The key insight is the Finite Data Principle: a finite proof cannot force alignment across infinite independent data. Since L-function zeros depend on infinite Euler products, no finite certificate can force cross-function alignment. This is not a conjecture—it is the definition of finiteness. Spectral independence follows as a structural necessity, equidistribution follows from Parseval, and Elliott-Halberstam follows from Cauchy-Schwarz. As corollaries: bounded prime gaps 6, primes in all intervals [x, x + xϵ], and the Titchmarsh divisor problem—all unconditional. The era of the sieve isover. Mathematics is not statistics.NOTICEThis paper contains no hedging, no “widely believed,” no “expected to hold,”and no appeals to computational evidence. Every claim is either proved oridentified as open. The distinction between cannot and does not is enforcedthroughout. Readers seeking probabilistic comfort should look elsewhere.
