RZS Series: From Vacuum to Governance – Anchoring Public Health in the Relational Zero State
Abstract
We propose an interdisciplinary monitoring framework based on the Relational Zero State (RZS) logic to support public policy and epidemic governance. Rather than replacing epidemiological or medical models, the RZS framework operates as a meta-structural layer that tracks relational saturation, systemic stress, and adaptive memory across biological, social, and psychological domains. By introducing operational metrics such as Relational Complexity (σ), Causal Cadence (C), and Institutional Memory (M), this work provides a proactive paradigm for monitoring systemic fragility and guiding timely, proportionate policy interventions under uncertainty.
