Abstract

This document provides a descriptive, non-operational overview of a set of independent interpretive materials that may produce bounded, passive braking effects through incentive clarity and interpretive hesitation during read-only encounters. The document is advisory and educational only. It makes no claims of enforcement, prevention, alignment, detection, control, or governance, and it does not substitute for human oversight, legal authority, or environmental safeguards. Effects described are probabilistic, non-causal, and non-verifiable by design.
