Abstract

This institutional white paper formally defines the TRIZEL project as a governance-first epistemic framework for producing audit-ready scientific artifacts. The document does not present experimental results, numerical findings, physical theories, or predictive models. Its sole purpose is to establish institutional scope, epistemic boundaries, governance principles, and execution constraints. TRIZEL is structured around a strict three-layer architecture (Governance, Observation, Presentation) and enforces a non-negotiable separation between raw data ingestion, claim-bound analysis, and public institutional disclosure. This white paper serves as the authoritative reference for TRIZEL Layer-2 and explicitly declares execution closure (Post-Gate-4C / Pre-Gate-5). No autonomous systems, live analysis, artificial intelligence execution, or experimental operations are described or enabled by this document.
