The central concern of this work is not whether understanding is taken away, but where understanding comes to completion. First, using Marx, Durkheim, Weber, and Luhmann as reference points, this paper minimally outlines how understanding sovereigntyhas been absorbed into external structures such aseconomy, society, institutions, and systems. Second, it demonstrates that even when external delegation decreases, understanding may still stop internally through a sequence ofinternalization, self-fixation, and circularization. Third, with Foucault and Arendt as illumination, the paper shows that this internal stoppage often progressesnot through coercion or malice, but under seemingly healthy conditions such asautonomy, rationality, and a sense of security. This work does not present methods or correct answers.Instead, it distinguishes betweenforms in which understanding stops (circle)and forms that avoid stoppage (spiral),positioning ongoing renewal itselfas the condition under which understanding sovereignty remains alive. Understanding sovereignty is not a possession or capability. It is the condition in which understanding has not stopped moving. Protection Note This work does not aim to deny or criticize specific thinkers, theories, technologies, or social systems. It does not intend to promote apocalyptic or alarmist narratives about AI.Released as v0.1, this paper serves as a conceptual record of structures in which understanding may stop in the AI era, with ongoing revision and repositioning anticipated.
