Most theories assume that humans still perform final judgment, while AI merely assists parts of the process. In reality, however, understanding itself is increasingly externalized. Delegation vs. Externalization Judgment delegation occurs when humans understand firstand then entrust the act of judgment to another agent or system. Decision externalization, by contrast, means outsourcing the entire path toward understanding. Much of contemporary AI use already belongs to the latter.Humans do not delegate because they understand;they delegate before understanding occurs. Theoretical Blind Spots Existing frameworks ask: Who made the decision? Was the decision correct? They rarely ask:Where did understanding stop? As a result, even correct and explainable decisions can leaveno understanding on the human side. This is not accidental failure, but a structural omission. The Perspective of Understanding Sovereignty Understanding Sovereignty shifts focusfrom the location of judgment to the location of understanding. Where did understanding emerge? Where did it halt? In whose cognition did it remain? Without these questions, evaluation of AI use and delegation remains incomplete. Provisional Conclusion Even correct judgments and efficient decisionsdo not restore sovereigntyif understanding remains externalized. v0.3 does not criticize delegation itself. It identifies the point at which understanding disappears.
